The pro may not have been a pro is one answer. The mark was put in after the coin was struck. Could it have happened in the mint? I doubt it, since there is no reason to strike it again.

No one has yet mention the obvious (at least to me) the "bullet mark" is to the back of Kennedy's head, sound familiar?

Estimating the value of old coins is like estimating the quality and cost of a diamond. There are many factors and along with that comes uneducated buyers and snake oil salesmen. Pristine coins will be worth more, scratches and wear decrease the value. I found a 1902 Gold $2.50 coin I found in the house I bought, and it was difficult to estimate it's value. What I discovered is that in order to sell a coin of considerable value, you have to first send it off to a professional service that grades the coin and seals it in a mount to protect it. You have to pay them a fee, and they will return the coin with the rating they assigned to it. The ratings provide a standard of measurement that allows a buyer to compare coins without seeing them and have reasonable certainty of it's value. The various services adhere to strict rating standards and most serious collectors will only buy a coin that's been professionally rated.

Yup. The 64 half is a silver coin. Contains .36oz silver, IIRC.
Silver is about $13.50, so $4.86 is the silver value. I never heard of such an error, contact a coin shop and ask. There are common errors, double strikes, off center, etc. Just cause I've not heard of it doesn't mean it's not genuine. Just that it wasn't common enough to come to my attention.

Without reading all the posts that replied to your question (time constraint). I googled your coin with the following:

1964 Kennedy Half-dollar+mint mistakes and
1964 Kennedy Half-dollar+minting errors.

Nothing about your bullet mark came up. So my conclusion is the coin is a phoney. If something that significant showed up the minting process it would be noted.

True, It's just another way to part a rube and his money.
IMO most of the "collectible" markets feed on people's need to have something "rare" or "different", and assign artificially inflated values to those items.
And there are always those that will pay a premium for something the marketers deem "rare" and fall for their pricing schemes.

A good example of this is baseball cards, some people are happy paying thousands dollars for a piece of cardboard that sold in a pack of gum for a few cents....at the end of the day, all they have a piece of cardboard.
Unless they can convince some other sucker to buy it off them at a profit...

Bottom line, It's their money..... they can do what they like with it.
I'll keep mine in my pocket.

Just curious what makes you so sure the mark is post mint? It would be an odd thing to happen in circulation unless someone did it intentionally and even then if limited (not thousands) could still have worth.

Either way a legitimate (not EBay) coin site not here would be the place to go
