Post digital trans and all sat digital to begin with there should be no snowy pictures unless you are using an RF connection to TV and its bad.

And it that 34 from DISH or OTA?

Well its only a few days now so if a channel that changed freq maybe still in transition. They have dropped Analog power to avoid interferance (With a maybe med distance digital now there) vs total shut down... and that is what you are seeing.

Here in Miami Ch 17 has been just gone for a day or two.... Of course DISH wants to say its 17's problem. But maybe they haven't gotten the changeover done... I mean they have potentially hundreds to do and you can't do that at the flip of a switch necessarily why freq changes are involved. And that on both ends. (17 here is back now BTW after at least 24 hours of off the air I know of on sat but not cable) Being a minor/secondary still not HD PBS they were probably 3rd party uplinking, vs DIY.

Bound to be some glitches for a week or so in some situations.
