It depends on the specifications for merchandise purchases. SOME companies charge you before shipping--even several days before shipping. It's generally not good practice but it's still done and doesn't mean the company is fraudulent. Similarly failing to respond to emails by itself is not abnormal. Again, it's not preferred, but let's face it, some companies just don't provide good email support.
The horrible grammar certainly makes the email about kanicn.com look like part of a scam. My bet is you'll never receive what you ordered.
If you haven't received anything within the period they indicate you should when you placed the order, then contact your credit card company to have the charges reversed. If you by chance sent them payment via western union, then you're probably out of luck and you won't see your merchandise or your money again.

It may be prohibited by some CC companies, but I don't see anything that indicates it's illegal.
"In addition, many credit card issuers have policies against merchants charging a credit card account before shipment. If you think a merchant charged your account prematurely, report it to the credit card issuer. Otherwise, the credit card issuer has no way to know that the merchant is not complying with its policies."
