so you tell me, which is more likely:
(a) someone trying to get their way in a collective bargaining agreement, given that both sides know *exactly* what fiber bundle it is

(b) some terrorist sleeper cell decides to come out of hiding and sabotage the fiber bundle that services silicon valley, researches the exact location and cuts it just to piss off the "american infidels" when actually silicon valley is not just the american devil anymore!

They are playing politics. If there is no attack and they did nothing but cry that attack was imminent for four years, they will say left overs from bush kept us safe. If some kind of attack does happen, they will say Obama ruined the safety of this country and is directly responsible for it.
