As odog mentioned, have the power company check for loose connections at both ends of the power drop neutral. I have seen this happen a number of times.

Second, you don't say how you are measuring the voltage, beteen what and what? I have found it more productive to measure current instead of voltage using an Amp Probe type meter that clamps around the cable. You can have voltage with practicaly no current that means nothing.
