Are ISPs in Samoa overpriced?

If anyone has ever been to Samoa and tried to get a broadband plan, they'll know how expensive it is.

Is there any reason for this? The business I work at currently receives 250MB of bandwidth a month @ ~1mbps downstream/~38kbps upstream. We pay $129 tala which today is equivalent to $42.03 USD. Now for 250MBs.. that is outrageous. If we go over, we pay .40sene(about .13 USD) per megabyte. By the end of the month we end up paying over $1,000 tala.

We are on the Zoom Lite plan, no contract.

So does anyone know anything about the ISPs in Samoa?
The leading ISPs are SamoaTel and CSL(and pretty much the only two). Currently CSL offers the Zoom plans which I find overpriced.. for no apparent reason other than large profit gains. Is there a reasonable explanation on why they charge these prices? Or maybe I'm just ranting for nothing?
