Cool. I ran the full test and everything came back just fine. Since both ends of the connection are controlled, any TCP RST that were not sent by the remote end but received by yourself were sent courtesy of your ISP.

The most recent Cox thread I could find(Sept/Oct 2008) indicated no P2P throttling going on. »[ALL] P2P Uploading and Downloading on Cox HSI

Most of the thread was taken up by someone who was disconnected based on a complaint about copyright infringement.
