I'm on 17xx/384. That's perhaps the one he is on?

Though I doubt that because of the 32ms ping.

It's UP TO 7mbps. This will tell you what speed you're capped at, what your line can support, etc.

Now for some reason, my download speed is still capped at 120kb/s.

The only reason for my upgrade was to be able to download faster, and now I'm not able to.

I ran a speed test at speedtest.net and here are the results.
