If the downloading is being done during off hours (say midnight to 8am) how is that causing a problem for the neighbors? This is why a monthly cap is so stupid. On the other hand, lets take a guy that does all his downloads between 6-10pm and still stays just below the 250 cap. He is causing far more problems for his neighbors than the guy who downloads 500 during off hours. |

That's where the second part of Comcast's plans kicks in where the kinds download speeds would be severely limited. |
