The whole issue can be solved easily: Make the connections as fast as technically and financially possible. Base monthly charges on how much is transferred(VOLUME). And those who use the most pay the most. No one said that if you get a faster pipe that you have to dl more than you used to. Not sure where you are getting that idea from.
