| One of the other battles currently going on against Bell... MTS has been leading another battle in the middle of all of this that could have some pretty serious impact.

In this Application to the CRTC, MTS Allstream asks that the Commission reclassify Aggregated ADSL Access services as essential. If granted, the Commission would order ILECs to change the pricing of Aggregated ADSL Access services to reflect essential facility principles, namely that the service be priced at Phase II costs plus a fixed mark-up of 15 per cent.
In support of its Application, MTS Allstream points out that in Bells 150508 Application with respect to ADSL Access service (such as Bells GT 5400 service and as distinct from Aggregated ADSL Access service), Bell indicated that it would be too costly and inefficient from a network provisioning perspective for it to comply with the Commissions order in Decision 2008-17 that Bell provide ADSL Access service at each central office in order to address the problem of users served via fibre-fed remotes. MTS Allstream also pointed out that aside from the problem of remotes, the ADSL Access service included an outmoded ATM-based interface. Furthermore, MTS Allstream pointed out that in Decision 2008-17, the Commission found as a fact that it was not economically feasible for competitors to co-locate in each central office and that in the majority of cases, there were no viable alternatives to access end-users other than through the ILECs Aggregated ADSL Access services and the cable-company provided third party Internet access (TPIA) services.
In light of the foregoing, MTS Allstream submitted that until such time as ADSL Access service is made available in a way that overcome both the problem of remotes and the problem of the outmoded ATM-based interfaces, MTS Allstream submitted that Aggregated ADSL Access services should be classified as essential.

| Re: One of the other battles currently going on against Bell... One might notice discussions about there no longer being any investments happening in ATM stuff.... Odd that the majority of the arguments in the throttling case revolve around capacity issues on ATM.

| What has this got to do with anything? Right now we're seeing newsgroup service being dropped by many isps in America. We know kiddy porn has nothing whatsoever to do with this. Now soon we're going to see if the isp's reduce the subscription prices like Canada didn't do or if these American isp's get sued for dropping usenet service and not reducing the subscription rates. | |

Some of the dropping of newsgroups is that in litigation-happy USA if 12-year old Junior accesses porn newsgroups you could have your ass sued. If the ISP doesn't offer newsgroups then the liability shifts to the customer who must subscribe to his/her own service. | |

Compared to Bell Canada, yes, Manitoba Telephone System is comparatively small, serving only the province of Manitoba, but they are still a significant player.
MTS was still big enough to buy out AT&T Canada to form MTS Allstream and thrust itself on the national stage.
Allstream provides residential LD and dialup internet services in Ontario. It is a major payphone provider and business telephone service provider outside of Manitoba. It is also a major BUSINESS services DSL provider outside Manitoba.
MTS Allstream never was "small" and is now a major player, so their involvement in getting Bell to play with more reasonable rules could have some very interesting side effects! Go MTS Go! | |
