Hello I know I have thrown open bar parties in New York City...but the owner of the nightclub here in Oswego, NY is saying open bar is illegal. Can anybody provide me with documentation as to if open bar is illegal/legal in Oswego NY? Thanks!

Besides the SLA regs., Oswego may have a local law prohibiting open bar parties. Lots of villages, towns and cities do prohibit such parties. Just beware, if you hold such a party at a private residence, you "could" be in for some trouble.
Try some bars outside but near Oswego and see what they say.

Sounds to me they are looking at filling up their bar with paying customers, at your expense without any discount. Find another place.
