Riverside CA ping spikes again?

For quite awhile(2-3 months), my ping has been a steady 40+ to any server in cali(which is bad, but atleast usable). As of last week the dreaded ping spikes are back, 40-200 all the time pretty much.

A couple of years have gone by but I remember a time when that area as well as the San Luis Obipso area used the Qwest backbone. At the time the ping times were great until it hit the backbone and then they would sky rocket. To see if this is the fact do a trace route, you may be surprised. If this is the case where the backbone is failing you may want to ask you replacement ISP where they get their service from (backbone) be prepared for a double take. But if it is the same as what Charter uses the service will get no better.

What are your signal levels like? Do you have a router? Also post some traceroutes if you can; as this may give a better idea of what is going on.
