Only way for a bike owner to be "completely vigilant" would be to wheel it with them wherever they went.
In university, I kept my bike in my dorm. Clearly this is not always possible.
Regardless, the shady bike store owner (well-known to Liberty Village residents for years for sometimes having "hot" merchandise) was witnessed directing two guys to steal bikes with a pair of 5ft. bolt cutters. Not much you can do with that.
P.S. Bike owners tend to be emotional when it comes to theft.
