[DSL] Aol canada/netscape canada, have started throttling bandwi

And about a month ago they started throttly p2p bandwidth without sending an email warning of such, which once again violated their ToS because it states you will be informed by email of changes, also limiting bandwidth for any reason is illegal and against the law because they did it without notice and without a valid reason, bittorrent programs are legal software that legal companies use to distribute software, but becuase its used for pirating lots of isp's are throttling bandwidth, aol cuts mine from 515k down to 30k, that is totally illegal they cannot limit the bandwidth i pay for when i use it to download legal software with a legal program, that is the same as calling you a software pirate without any proof and punishing you for it, and also they didn't inform customers that they implemented this practice, and when i phoned about it once again tech support had 0 idea what i was talking about, they had no idea what throttling was or a p2p program or bittorrent and they assumed i had a problem with my modem or line even though i explained that the throttling happens at exactly the same time everyday and stps at the same time at night about 2am, i tried to explain that my connection going from 515k to 30k everyday at the same time and then going back to normal at the same time was most assuredly a case of them throttling my bandwidth, so he didn't understand and opened a ticket, basically passed the buck and said i would be contacted by a higher up within 72 hours, that was 5 days ago, needless to say i am shopping around for a new isp, one that doesn't illegally limit the bandwidth i pay for, one that has a news server, and one thats in my town so i can get tech support in person and not talk to someone who is computer iliterate and has feeble training.

Another day i phoned inquiring if they have a news server because in the ToS it says they give access to one(which they don't so they violate their own ToS) but when i phoned no one there knew what the hell a news server was or a news reader program, they kept trying to get me to goto the aol news webpage thinking i wanted news. And after arguing for awhile and getting nowhere i explained they are violating their ToS so he said oh well the ToS is outdated and needs updating, and the ToS had just been updated the week before with the date right at the top, regardless the ToS stated access to a news server was provided so they were in violation whatever the reason, failing to update the ToS is not an excuse. So if i want to use a news server i have to pay for a 3rd party one which for a good one would cost about $20-$30 a month, almost as much as my internet, no thanks, and my isp which is Netscape is owned by aol and aol leases the lines from bell canada, so my connection leaves my computer, via bell, goes 150 miles to toronto(i live east of toronto in ontario canada) where it then connects to a netscape server only to be routed down to kansas in the states and then connects to an aol server and my ip address ends up as a kansas US aol ip, which because its US prevents me from accessing certain webpages in canada and elsewhere because it redirects me. So instead of just setting up servers in toronto where the netscape connection server is i have to be routed through 3 isp's and to another country slowing my connection down, i am sick of aol and its time to leave them, they have much to learn about quality and customer service, they just go for all out bulk sales and market coverage so they can make money while providing a mediocre service. Up yours AoL!
