Was there a link in the email? As Dennis  posted it may be a Pfishing attack or it could be legit.
Whenever I get a questionable email I look at the HTML source code to see if URL point to legitimate site or not. If in doubt I'll send a copy with headers to Abuse@company.
If you went to PayPal site directly, without clicking on email link, you can be pretty confident you are interacting with real PayPal site and it was a legit email.
