What exactly is the CMTS. Tech guy I just spoke with said there's an issue in my area with the CMTS which is why my speeds are all messed up.
Was he a tier 3? Not many phone techs would be aware of that kind of issue, usually. To save myself some typing, I'll just link you this »en.wikipedia.org/wiki/CMTS
