trouble shooting while using the portabe hi speed internet

I am the portable internet user, i had a problem regardless my portable internet my problem is when the time i had to use my internet there is something wrong bec. if i call thru intenet by using the voice mail to the other country its not properly clear my voice, and sometimes its totally cut while we are having conversation means there is static problem? could you help me how to solve it?
