I'm assuming charter has no plans to expand their service area in northern lower Michigan?

 Its all about cash. Can Charter recoup the cost of building/buying a system within a reasonable amount of time? If there's not already a cable system in your area and you're not in a new development, don't count on it happening any time soon. Chances are it's been already been looked at and you're in a remote area that doesn't have enough potential customers to justify spending the money (we're talking 5, 6 or even 7 figure costs).
