Switching network (verizon to covad) ?

It seems there is a covad POP at my CO (Morgan Hill, CA) - but it doesn't show up as an available option for upgrades.

iirc, the covad setup allows higher speeds than does verizon in this area...

would it be possible to have the dsl service moved ?
