Can be badly transmitted signal (bad EVM as noted earlier, due to crummy amplifier or overdriven amplifier), or bad received signal due to interference or high noise floor due to use of cheap amplifier. In general, WiFi bi-directional amplifiers are a net-loss compared to better high gain omni or other antennas, so long as your radiated power is regulatory-compliant.
