If you have no BGP experience I would suggest simply approaching a local carrier and buying a large connection off of them (10-20mbps), and a /24 or so of IP space. If the business lasts a year or so then you can think about getting your own ASN and PI blocks however WISPs tend to be short lived, so why not play it safe?
