Canada is doomed

Customer Service: TELUS outsource the Phillipines. There are confirmed reports of French-Canadians from Montreal working graveyard shifts. Quality of customer service is very bad.

Tech Service: Not their fault, since the equipment used to operate ADSL is near obsolete and shitty. They are there to find a band-aid solution rather than a long-term solution.

Cost: Too much for too little. TELUS is running a monopoly. If only people opened their eyes and see what the ADSL companies from the overseas offered. It's much cheaper there too. At least capitalism is curbed there to ensure fair competition. Not in Canada because the government and the corps are only interested in running a monopoly.

Basically, Canada is screwed.

Frankly, if you are having a complicated issue I don't recommend calling in. Like you have said, dealing with agents who are foreign can sometimes have difficulty grasping technical issues, this is especially true if you have a good working knowledge of computers and/or networking.

There are always options other than calling, while it may be too late for you, for the rest of you telus customers, try and keep that in mind.
