Is this a line congestion/saturation problem? or modem probl

Now, I am not having a HUGE problem. What i mean by that is 1. the lag spikes aren't as crazy in number and 2. I had huge, serious problems last year when I had the connection problem ongoing for 4 consecutive months..That sucked. It was packet loss all over the place.

Right now, I do not have that problem.. And it's not ground breaking but I start to get lagged in games again. I tried pinging some sites and the server I play on (the results from pinging the server below) and it spikes at certain times. Not too bad but bad enough to cause lag in game. I wonder if this unstability is caused by the area's connection or my modem acting up. (I did phone about it but of course, everything is fine on their side.. always..)
Everything was okay until last Friday. Of course this IS NOT the first time I had issues with the line but usually it goes MAD with packet loss when it's crazy but this is not as major but still enough lag spikes to cause lag issues. I swapped the modem last year.

Any expert who can tell what's wrong?

Those trace routes looks great. I don't see any packet loss in those traces as well except for the first hope which is always there.

Well, I know there isn't any packetloss which is good but I am getting little spikes in ping which causes lag in game. For instance, if you look at the tracert results, it's all nice and dandy until at one point it spikes to 68, 208 and etc..
When i tracert www.yahoo.com, the ping rises to 58 from 39 time to time. I am guessing this inconsistency is causing the lag.

I hate to tell you this but there is no problem with that connection - a 60ms ping is great.

even 100ms ping wouldn't be cause real lag issues.
