What a total BS answer. Telus is routing traffic to the east coast, instead of down to Seattle. Hop 4 in the traceroute of your opening post is definitely still on their network, and where a bulk of the latency can be shown.

With BGP, only the best routes are re-distributed, so output from a looking glass with only one neighbour is always going to show only one route, and an incomplete set of paths. You'd need BGP from each of the edge routers to get a full picture. As far as I can tell, Telus also has transit from Sprint in Seattle, which would also give much better routing to Internap/NFO.
