Honestly? Nothing except sit in the airport and wait.
It can a very long time to get through the airport screen process in NYC and I feel LaGuardia is probably the longest I've been through.
Expect at least an hour for the screening process + another hour to get to the gate and ensure your on time for the flight. Thats two hours right there.
It can take an hour to get to the city and another hour back to the airport. Now your up to four hours already. That may leave an hour to grab a bite but at that point the question becomes is it even worth it?
If he wants to see NYC -- its better if actually makes a trip to do it right. This isn't the kind of place where you can squeeze it in between flights or midmorning meetings. -- You have the right to protect your life, liberty, and property.
