[HN7000S] Fap refill when modem is off??

Hi, I know that in the past that my modem had to be on for the fap bucket to refill. Is this still the case. Yesterday I made a big download, just leaving about %10 of my bucket. We had a power outage all night last night. I see that fapmon shows that my bucket is refilling and is now back at %60. Does the Fap now refill even if the modem is off??

Yes, it refills with the modem off. Since I have multiple connections, I just turn the modem off when I hit FAP or get very close, and then turn it on in 24 hours when I have 100%.

I would dispute that it has ever been the case that the bucket did not refill when turned off. In my case, having the modem off for much of the time has been normal for 6+ years, and I've never seen the bucket fail to refill under old, or new, rules.
