I would unblock...it sounds like vista is just being is usual ultra conservative self...

if you have something in the box with a CD key your best route would be to install Steam first and enter your CD key through that...especially if you have reservations about a vista install...

that way you know you are not only going to be compatible but you will be fully updated as well...

I believe most 32 bit programs will function on a 64 bit platform.

Thanks. will it play with Vista64 bit? Is there a way to just install CS without installing Half Life 2? There are 5 cd's with the version that I have.

A new copy won't provide with all of the current updates anyway. There's no doubt there will be at least a couple of updates, but most of the smaller updates will be rolled-up into a larger package.
