That makes the standard useless in Europe, market wont tolerate it there. #1 It is GSM based. Not a direct implementation of GSM. #2 The main component of LTE, HSOPA, can be adapted to CDMA. It would be MUCH cheaper for a CDMA carrier to do this than to convert all their equipment and towers to full fledged GSM.
