It is not generally available yet.
Remember that XP SP3 is not generally available on Windows Update yet either. The process is deliberately done in stages. The potential pool of requesters of the CD is in excess of 500 million. (Remember too that they have to support 130+ localized language versions when offering the CD.)

For localized US English versions, you can request this by a toll-free phone call, but it is back ordered at the moment:

The Windows Xp SP3 CDs are currently on back order, but there should be more available around May 22, 2008.
The SP3 CDs cost $3.99, plus $5.99 shipping.
Telephone MSFT (USA only telephone number at the moment) at 1-800-360-7561, and choose the prompt for help/info about service packs.
