Hang in there, the CD isn't available yet but should be in the next few weeks. I found SP2 is still available for a shipping charge alone, so that may be the case for SP3 as well.

It costs $4 for the disk and $6 for the shipping. Someone posted in another in reply to my inquiry and said this and gave the link. I can't find my post or the reply though. I was looking earlier and was sort of in a hurry so I may have just overlooked it. I tried a search and the most recent search result was April 27 and it was since then. I thought I bookmarked it but I don't see it in the XP SP3 folder.

[EDIT] If this SP3 release schedule is accurate (see above), I'm assuming May 19 is when CD media should become available.

Remember that XP SP3 is not generally available on Windows Update yet either. The process is deliberately done in stages. The potential pool of requesters of the CD is in excess of 500 million. (Remember too that they have to support 130+ localized language versions when offering the CD.)
For localized US English versions, you can request this by a toll-free phone call, but it is back ordered at the moment:
