(The laws don't specify drugs themselves as illegal, but make things that are addictive and proven to cause harm illegal) When the Everquest MMO came out there were complaints of children skipping school and shutting themselves off from the real world, and some were unable to break the addictions, so a group of parents got together and lobbied the Supreme Court to re-interpret (the wording was not changed) the Drug Control Act which until 2003 was accepted as only applying to Chemical and Plant based items. So now technically anything can be outlawed if you can cite a significant number of cases (must be certified by doctors) of addiction.
