 [Line Test] Pingable request

Hello,
I have changed echo request settings in Kaspersky IS 7.0 to become pingable. Windows firewall is disabled. I'm running XP SP2, 768k DSL through Embarq.
No router or hardware block.
Speed test: 387/down 192/up best
Tweak test: »/tweakr/block:3968eb3?
Line Quality Test: Unpingable
I'm not sure what else to try to allow ping activity. I feel my degraded speed is line related and Line Quality Test is a no-go without ping. What am I missing that is needed for the ping? Thanks.
