I think that Starband is in a death spiral. You can reach technical support fairly quickly now but they are unwilling or unable to do anything to solve the problem of the service becoming slower and slower over time.
I cancelled the service a few days ago after having it for almost six years. The service has been in a slow decline for some period of time but the decline has accelerated over the past couple of months. They are now using a "throttle" technique which limits your download speed and number of connects -- the result is a service that is much slower than dialin and that operates in fits and starts.
