the length of the movie is mostly immaterial

since they're coming from a vcr, chances are the source quality is low enough that you could squeeze a dozen vcr movies onto 1 dvd

That's not quite correct. The real factor is the bit rate they are encoded to in the analog to digital process.

 The movie is analog to begin with. Have you ever noticed the quality difference between some DVDs? A lot of movies can be found in bargain bins with 2 or more titles on a single DVD. This is done by lowering the bit rate. This doen't mean that the source quality is poor. It's just a way to put more on a disc.
