That link says:

"Offline - restore time is currently unknown--Please note that we have decommissioned the Email Defense system and replaced it with the new Tucows Email Service Filter-only service."

Does anyone here know (in a nutshell) what if anything the new Filter-only service does vs. the old Defense system?
