It <br>appears to be a poor translation of the original Russian, but:<br><br>1. End users are not required to register their wi-fi enabled<br>devices.<br><br>2. Short range Wi-Fi hotspots must be registered if you allow<br>access to a third party (10 days, 1000 rubles)<br><br>3.
