Throttling is nothing more than a band-aid solution for ISPs that don't want to keep their networks up to the demand.

It is ANYTHING BUT innovative, and it does not in any way meet consumer demands. Consumers demand a "neutral" uninterrupted internet access that is fast for whatever application or protocol they wish to use.
