Throttling 'everyone' during peak hours has little to do with being innovative.
Attempting to allow the highest amount of throughput at the least expense and inconvenience to uses would be something more innovative.
How about 2 tiers... Throttled (and cheap) tiers and Unthrottled and more expensive tiers

Of course Cisco would support this. They stand to make millions selling thier equipment to Bell (or anyone) to use for "traffic managment." So why would they NOT support it? |
