Well, I suppose it may foster innovation in ways to get around it? But I hardly see how throttling other people's traffic helps innovation, rather I would think it hinders it, hurting attempts by online start-ups to distribute new services. (Maybe that's Bell Canada's goal, but it's hardly innovation) |

| It's innovative because it enables company's with market control more ways to double-triple-quadruple dip into the customers wallets/purses and eliminate competition at the same time.
