Line Quality test misreports me as not being pingable possibly because DSLR is being DDOS'ed, but I double checked @ Shields-Up! and I am.
It's possible that it is affecting the traceroute, but I cannot confirm it.

Does the RWIN seem okay as well?

BTW, I live in a apartment. I don't doubt it's the splitters they used. That caused the signal degrade.

You could go higher I don't think you'll gain anything by it however.

The idea is to use the lowest value to get you the full speed you're paying for to avoid too many re-transmissions.
