Your hobby isn't more important than the other non-amateur users of the spectrum like the government and military, the ones that use the majority of the spectrum that BPL interferes with. And it would be more pragmatic to not pay for an Internet hobby and just watch TV instead. And it's not billions, I think there are 30 million DSL, 30 million cable, and about 5,000 BPL users, so it's actually much less than billions (in the US) and is dwindling.
