They're renting city property at below market value. That's an implicit subsidy. The quote from Street himself says they can stay if they pay market rates. It doesn't cost the city one dollar to allow the Boy Scouts to stay. In fact, there is a contract that allows the Scouts to lease the land in perpetuity (or eternity). There was no caveat in the original contract that mentioned homosexuals. sub·si·dies 1.
