 The problem was never inside my house

For an in depth history:

Lead tech visited my house and confirmed the problem was not in my house (how in the heck can bad wiring in my house cause trouble for my neighbors too?!)

Problem now solved - we have ditched Comcast and are now happy campers with Verizon Fios.
