This is more doublespeak, using flaws in shared network technology as an excuse. The end result is still the same, they blocked p2p, which is a violation of network neutrality policys as accepted by the FCC. The FCC has made no rulings or held hearings or anything else. SBC spokesman Michael Balmoris said that Whitacre was misinterpreted and his comments only referred to new tiered services.[16]
