 Possible spoting of burying fiber

Yesterday and today I spotted Verizon trucks with a trailor like thing behind it and what appeared to be burying fiber (League City TX on 518 In front of Clear Creek High School). It looked like a very large black tube going underground under a road to another side and they were working on a tan box. I was going to ask if they were laying down fiber but I was busy and didn't have time to do it.
