Holy CRAP I hate bell, lets bash them shall we? This is what happens when you outsource your customer service to a slum country halfway around the world.
At my last job I would deal with bell every few months, getting highspeed installed in our construction trailers at various job sites. Good thing we only started a new project every few months, because thats about how long it takes for those bell idiots to get anything working. It wasnt once or twice, it was EVERY SINGLE TIME for YEARS. On average I would have to call back for the same problem 5-6 times, sometimes 10-15. Every time I would have to explain from the start (why even bother having support tickets??) to someone new. The only way to get something done was to demand to talk to the supervisor right off the bat.
Eventually they would send a CANADIAN tech out, he would join me in a good round of bell bashing (as much as I hate the company, their techs hate them much worse).
I no longer have to deal with them on a daily basis, but I HAVE been waiting 8 months for the LCD monitor they promised me with my residential contract (10 calls, the monitor has been shipped to at least 3 wrong addresses so far).
The moral; you get what you pay for when outsourcing, and if you own bell stock SELL NOW!!! |

| Trace routes will not show any problems. Why would they? A trace route is not P2P traffic so it doesnt get throttled. The connection itself is fine, its the individual things being done with the connection like P2P, VOIP and online games, that are being extremely negatively affected. |

if you dont want to be part of the solution why dont you keep it to yourself or try and offer something constructive.. we care and are trying to see where and how the throttling is occuring. cause its obvius its not happenine all over and you have zero to offer in any explanation as to how its affecting users... |

| Sure it will show you where you hit Bells network, but how is that going to show you a slowdown at a certain point? You might see a slowdown if you were tracing using packets that are flagged as a P2P, but for a normal trace route it will pass right through the filter. I don't see how this is being part of the solution. There really isn't a solution to this.
It is not happening all over the place because Bell has only put throttling boxes at points on the network that are heavily congested. Maybe eventually it will expand out more, but for now it is not effecting everyone. |

in short, throttling is placing a cap on your download speed in the P2P engine during peak hours (roughly 5:00pm - 12:00am). with sympatico, pretty much everyone in ontario is placed with a cap of 30kb/sD and 30kb/sU during those hours. 7:22pm here in oakville and am throttled. i dont really care though as there is still 17 hours of the day where you can abuse their bandwidth with obsessive downloading :P.
my only problem with it, is it seems to have affected my online gaming (xbox live, steam/counter-strike) at all hours. no point in switching to cogeco or rogers as they all do it too, although they dont admit it.
apparently ISPS are going to start, or already have started, charging alot extra for unthrottled bandwidth. It is not just at peak hours, it is 24/7 throtteling. The way Bell justifies this is by saying "we throttle at peak hours and that goes by demand, not a set time". I specifically asked what times would be peak times 5:00pm -10:00am? he said, there is no set time. I am throttled 24/7, I am up at 6:00am, i am throttled, 12:00 in the afternoon I am throttled, 3-4:00am I am throttled... I am throttled 24/7. The peak hours is just another line of BS to get you to stay with them a little longer before you realize they've fed you more BS lies. ionno, maybe they just don't like you then. at 2:30am i wasn't throttled. 1:30pm now and am not throttled. call back the tech support and tell them your bandwidth is capped 24/7, when it shouldn't be. if you get more lies and excuses, leave BS. |

| reply to kalg1975 maybe we could find a way around it.could it be possible to kinda hide or modify p2p streaming so that the isp doesn't recognize it?if it doesn't sees it like p2p streaming then the cap would automatically stop.cause execpt for the p2p streaming the rest is little or not affected(online gaming becomes sluggish sometimes),so to resume ,if we can modify the streaming and make them believe its not p2p signature.does somebody have a ideal? |

| reply to kalg1975 ok i just realized i was being throttled
why?
cause up until monday i was still doing 500kb down and 55kb up (i can do 80kb up but my surfing goes all slow so i find 55kb is best cause at 60kb i desync for some reason)
anyways i notice that im being capped at 30kb from each tracker
meaning i have 5 torrents from 5 different trackers and i was only doing 150kb and i notice each hovered only around 30kb...this is with the encrypted option in my torrent client
it cant be a coincidence so i must be throttled
though when i paused all but 1 torrent, it was still doing 30kb down but it was doing 55kb up and it also did 80kb up when i let it...
interesting that they throttle download but not upload for torrents
i have 7 more months left in my contract...not sure what to do |

 500kb | 30kb |
ok........can someone explain why for a few minutes i can do 500kb then later on it drops to 30kb total
i just started the torrent that was doing 400+ only to have it break all my torrents
this just broke my whole theory on 30kb per different tracker thought (which was a fact cause i was looking at it every 10mins or so)
...ok after i was about to click post this now, my speed jumped back up to 200kb total, then to 0kb, then to 60kb, then to 120kb...pretty sporadic |
