The race against Fiber seems to be a large driving force to keep up with bandwidth demands. Most that are using the net for p2p and bittorrent traffic are probably not seeding or uploading as much as they should. Most are only leeching or downloading. This may be an issue for us to be picky who we upload to. Proper management of your computer(s) and p2p or bit client is needed to ensure a healthy connection is achieved. One solution is if you think your TOS is not being honored just switch your ISP. Its much like any consumer product, if you don't like it go somewhere else.
