I would think that the driver's window would have to operate properly to pass inspection but I'm not a maven on state inspection. You might want to post over at »Automotive to get a definitive answer.

I second what rody_44 says, Just mind they could always have changed it back, but I believe it was 2002 or 2003 when PennDOT removed the functioning window requirement.

Until then it would have needed to be fixed.

I had a car with a Driver side window that would stick, and a mechanic flagged me for it.
Until he consulted with several other mechanics at the dealership that disagreed with his ruling.

They pulled out the inspection code revisions, and determined that rule had indeed been struck down.

They applied the stickers, I paid the bill, and I drove away.....
