The 2 units are talking to each other using WDS protocol so besides having same settings you should also enable WDS restriction on both units (wireless page) and enter wireless MAC address of the other unit.
If you use WPA PSK encryption I will recommend to use static LAN ip address for both APs (LAN page, enable static IP, IP address should be on the same subnet).
